Applications are being accepted from qualified individuals to fill the open positions of Gramin Dak Sevaks (GDSs) in various Department of Posts offices, including Branch Postmaster (BPM), Assistant Branch Postmaster (ABPM), and Dak Sevaks. Eligibility Criteria for Applying

Applicants who wish to apply for these India Post office jobs have to satisfy the following eligibility conditions before applying. The eligibility conditions are as follows:

Education: Applicants who have passed their 10th class from a recognized educational board of India can apply for this India Post office GDS Recruitment 2025.

·    However, in line with applicable regulations and guidelines, certain categories of applicants are exempted from paying the application fee. Specifically, candidates belonging to the Scheduled Caste (SC) category, Scheduled Tribe (ST) category, Persons with Disabilities (PWD) category, Female Candidates, and Transwomen applicants are not required to pay any application fee. The application fee for these categories is Nil.

🔹पूर्व परीक्षेसाठी गरिबी घटक 🔹

🔺२०१३मधील पूर्व परीक्षेत दारिद्र्य घटकावर चारस तर २०१४मध्ये दोन प्रश्न विचारले गेले. २०१५मध्ये यावर थेट प्रश्न नव्हता. प्रश्न प्रामुख्याने संकल्पना, मोजमाप व गरिबी निवारणाच्या उपाययोजना यासंदर्भात येतात.


🎈दोन टोकांमधले वास्तव

भारतातील अब्जाधीशांची संख्या वाढत असली तरी, त्याचवेळी गरीबांची संख्याही वाढत आहे. २०११-१२मध्ये भारतात दारिद्र्याचे प्रमाण २९.५% आढळून आले. (ग्रामीण भाग : ३०.९०%, शहरी भाग : २६.४%)

सर्वाधिक दारिद्र्य छत्तीसगडमध्ये दिसते, तर सर्वात कमी अंदमान व निकोबारमध्ये आढळते. भारताची लोकसंख्या सुमारे १२८ कोटी आहे. त्याचा २९% म्हणजे ३७ कोटी इतकी लोकसंख्या दारिद्र्य रेषेखाली आहे. जगातील बहुसंख्य देशांची लोकसंख्याही इतकी नाही.

🎈दारिद्र्याचे निरीक्षण

भारतातील दारिद्र्याचे आपण वरवरचे जरी निरीक्षण केले तर असे दिसेल, की ग्रामीण भागात शहरी भागापेक्षा जास्त गरिबी आहे. शहरी दारिद्र्यातील घट ही ग्रामीण दारिद्र्याच्या घटीपेक्षा अधिक आहे.

ग्रामीण भागातील गरिबीचेच विस्तरित रूप शहरी गरिबी आहे. सेवा उद्योगात सर्वात कमी, तर कृषी उद्योगात सर्वात जास्त गरिबी आहे. शेतीमध्ये आज बहुसंख्य प्रमाणात स्त्रिया आहेत. त्यामुळे ग्रामीण भागातील शेतीत गुंतलेल्या महिला सर्वात गरीब आहेत.

🎈दारिद्र्याचे मोजमाप

दारिद्र्याचे ढोबळमानाने दोन प्रकार पडतात. निरपेक्ष (Absolute) आणि सापेक्ष (Relative). जेव्हा प्राथमिक गरजा पूर्ण होत नाहीत, उदा. अन्न, वस्त्र, निवारा, आरोग्य व शिक्षण तेव्हा निरपेक्ष गरिबी असते. जेव्हा दुय्यम गरजा पूर्ण होत नाहीत, उदा. प्राथमिक सोडून सगळ्या म्हणजे गाडी, संगणक, दागिने इत्यादी तेव्हा ती सापेक्ष गरिबी असते. गरिबी वाईटच असली तरी निरपेक्ष गरिबी जास्त वाईट असते. विकसित देशांमध्ये प्रामुख्याने सापेक्ष गरिबी आहे, तर आपल्याकडे निरपेक्ष.

🎈गरिबी संपवता येते का?

या प्रश्नाचे उत्तर 'हो' आणि 'नाही' असे दोन्ही आहे. सापेक्ष गरिबी कमी करता येते, पण संपवता येत नाही. निरपेक्ष गरिबी संपवता येते. विकसित देशांनी निरपेक्ष गरिबी कधीच हद्दपार केली आहे. त्यामुळे भारतापुरते उत्तर आहे, की गरिबी संपवता येते. भारताची स्थिती एक अर्थव्यवस्था म्हणून सुधारते आहे व एक जोराचा धक्का दिला, तर कदाचित निरपेक्ष गरिबी नष्ट करता येईल, असे तज्ज्ञांचे म्हणणे आहे.

🎈मोजमापाचा तिढा

गरिबी कशी मोजायची हा आपल्याकडे वादाचा प्रश्न ठरला आहे. स्वातंत्र्यानंतर बरीच वर्षे आपण दरडोई वापरलेले उष्मांक हा निकष वापरला. तो लकडावाला आयोगाने दिला होता. पण त्याच्या अपुरेपणावर गेली काही वर्षे टीका होत गेली. तेव्हा सरकारने सुरेश तेंडुलकर समिती नेमली. त्यांनी जागतिक स्तरावरील पद्धतीचा आधार घेत बहुपैलू निर्देशांक काढून गरिबीचे मोजमाप करण्याची शिफारस केली. गरिबी रेषेऐवजी गरिबी रेषा पेटी ही संकल्पना मान्य करण्यात आली.

🎈रंगराजन समिती

गरिबी रेषेऐवजी पेटी ही प्रगती असली (आरोग्य, शिक्षण व राहणीमान यांचा स्वीकार) तरी तेंडुलकर समितीने शहरी व ग्रामीण भागासाठी एकच पेटी घेतली होती. त्यावर वाद झाले. त्यामुळे सरकारने रंगराजन समिती नेमली. त्यांनी शहरी व ग्रामीण पेटी वेगळी केली. राष्ट्रीय नमूना पाहणी संस्था (NSSO) दर पाच वर्षांनी गरिबीची पाहणी करते. त्यासाठी रंगराजन समितीने उपभोग खर्च काढण्यासाठी 'समान स्मरण कालावधी (Uniform Recall Period), मिश्र स्मरण कालावधी (MRP) व बदलेला मिश्र स्मरण कालावधी (MMRP) अशी पद्धत वापरण्याचे सुचवले.

सीसॅटचे विश्लेषण...(लेख क्र . ३९)

 

येत्या यूपीएससीची पूर्वपरीक्षेत सीसॅट भाग - २ ची सरंचना कशी आहे ते खालील लेखात स्पष्ट करण्यात आले आहे.

'संघ लोक सेवा आयोगाने' सन २०११ला नागरी सेवा पूर्वपरीक्षेत 'सामान्य अध्ययन - २' म्हणजेच 'सीसॅट' हा पेपर समाविष्ट केला. त्यानंतर सन २०१३मध्ये महाराष्ट्र लोकसेवा आयोगाच्याही 'राज्यसेवा पूर्वपरीक्षेमध्ये' सीसॅटचा पॅटर्न अंतर्भूत करण्यात आला. वरील दोनही पूर्वपरीक्षांमध्ये हा पेपर एकूण २०० मार्कांचा असून, यात ८० प्रश्न विचारले जातात. म्हणजेच प्रत्येक प्रश्नाला २.५ मार्क असतात. 'सीसॅट' हा पेपर एकूण ७ विभागांमध्ये विभागलेला आहे.

> आकलन (Comprehension)

> संभाषण कौशल्यासह आंतरवैयक्तिक कौशल्ये (Interpersonal Skills including communication skills)

> तर्कशास्त्रीय युक्तिवाद व पृथक्करण क्षमता (Logical Reasoning and analytical Ability)

> निर्णयक्षमता आणि समस्या निराकरण (Decision making and problem solving)

> सामान्य मानसिक क्षमता (General mental ability)

> मुलभूत गणित आणि आलेखाचे पृथक्करण (Basic Numeracy and Data Interpretation)

> मराठी (केवळ राज्यसेवेसाठी) आणि इंग्रजी भाषेतील आकलन कौशल्ये. (Marathi MPSC only) and English comprehension skills)

या पेपरमध्ये प्रत्येक चुकीच्या प्रश्नामागे एक तृतियांश म्हणजेच (०.८३) मार्क वगळण्यात येतात. परंतु, निर्णयक्षमता आणि समस्या निराकरणांवरील चुकीच्या उत्तरांसाठी मार्क वजा करण्यात येत नाहीत.

२०१५च्या नागरी सेवा पूर्वपरीक्षेसाठी सीसॅट हा पेपर पात्रताफेरी गाठण्यासाठी मर्यादीत करण्यात आला आहे. म्हणजेच या पेपरमध्ये आता विद्यार्थ्यांना किमान ३३ टक्के म्हणजेच ६६ मार्क मिळवावे लागणार आहेत. परंतु, मार्कवत्ता यादी ठरविताना 'सीसॅट' पेपरमध्ये मिळालेले मार्क ग्राह्य धरण्यात येणार नाहीत. तसेच 'इंग्रजी भाषेतील आकलन कौशल्ये' विभाग क्रमांक - ७ वरील प्रश्नसुद्धा वगळण्यात आले आहेत. नागरीसेवा पूर्वपरीक्षेत सीसॅटचा पेपर हा 'मध्यम' काठीण्यपातळीचा असतो. त्यामुळे पात्रता मार्क मिळवण्यासाठी विद्यार्थांनी विशिष्ट मर्यादेपर्यंत सराव करावा. दररोज किमान एक ते दीड तास 'सीसॅट'च्या प्रश्नांचा सराव केल्यास आणि दर आठवड्याला किमान सराव पेपर सोडवल्यास पात्रता गाठणे फारसे कठीण जाणार नाही.

राज्यसेवा परीक्षेच्या 'सीसॅट' पेपरमध्ये मिळवलेले मार्क हे मार्कवत्ता यादी ठरवण्यासाठी ग्राह्य धरले जातात. त्यामुळे या पेपरला राज्यसेवा पूर्वपरीक्षेची 'सामान्य अध्ययन - १' इतकेच महत्त्व आहे. राज्यसेवा परीक्षेमधील सीसॅटची काठीण्यपातळी ही नागरीसेवा परीक्षेमधीलच्या तुलनेत अधिक आहे. त्यामुळे राज्यसेवा परीक्षाची तयारी करणाऱ्या विद्यार्थ्यांना सीसॅटवर अधिक भर देणे आवश्यक आहे. राज्यसेवा परीक्षेची तयारी करणाऱ्या विद्यार्थांनी दररोज दोन तास सीसॅटच्या सराव आणि दर आठवड्याला एक पेपर सोडवल्यास सीसॅटच्या पेपरमध्ये चांगले मार्क मिळू शकतील.

सीसॅटची तयारी सुरू करण्याआधी विद्यार्थ्यांनी गतवर्षींच्या प्रश्नपत्रिकांचे विभागनिहाय विश्लेषण करणे आवश्यक आहे. नागरीसेवा पूर्वपरीक्षेच्या 'सीसॅट' पेपरमध्ये 'आकलन' आणि 'इंग्रजी भाषेतील आकलन कौशल्ये' यावर ८० पैकी जवळपास ३० ते ४० (४०% ते ५०%) प्रश्न विचारले जातात. राज्यसेवा पूर्वपरीक्षेत तर ८०पैकी जवळपास ५० (६२.५%) प्रश्न हे आकलन व मराठी आणि इंग्रजी आकलन कौशल्ये या विभागाशी निगडीत असतात.

सन २०११ ते २०१५मधील नागरी सेवा पूर्वपरीक्षा आणि सन २०१३ ते २०१५मधील राज्यसेवा पूर्वपरीक्षा यांच्यातील सामान्यअध्ययन म्हणजेच सीसॅट या पेपरचे विभागनिहाय विश्लेषण हे खाली दिलेले आहे. कंसातील आकडे हे राज्यसेवेचे आहेत.

शास्त्रीय संगीतामध्ये रियाज केला जातो. तसा सीसॅट हा रियाजचा पेपर आहे. न चुकता न कंटाळता रोज थोडा वेळ अभ्यास केला पाहिजे. अभ्यास म्हणजे केवळ वाचन नाही. हा विषय स्वतः पेन घेऊन सोडवून पाहिल्याशिवाय आत्मसात होत नाही. सुरुवात सोप्या प्रश्नांपासून करून हळूहळू काठीण्यपातळी वाढवत न्यायची. महत्त्वाची सूत्रे, तोडगे, युक्त्या एका वेगळ्या कागदावर काढून ठेवायच्या. सराव करताना हा कागद जवळ बाळगायचा (परीक्षेला बरोबर घेऊन जाऊ नका)
